we know very well that the current treaties are not enough and that it will be necessary in future to develop a more effective and different structure for the union , a constitutional structure , which clearly indicates what are the responsibilities of the member states and what are the competences of the union . messages of concern firstly to the economic and social problems that we live , and this in spite of sustained growth , fruit of years of effort on the part of all our citizens . the current situation , particularly intolerable for many companies and independent of transport for agriculture , must be improved . reaching agreement on the methods is a good thing in itself , but we must ensure that this system could not be strike force policy . they too have to present a clear vision of the rights they must abide . i am in agreement with his warning against the return , which tries to some , the intergovernmental methods . we are very much to want a federation of nation states . the rapporteurs have emphasised the quality of the debate and also the need to go further , of course , i can only join them . i also thank all those who have kindly been accused of not having done this speech earlier . to those i would reply that , before making a speech , we must learn , to assess the forces present , because the speech policy must always be realistic and close to the reality and the objectives we have set ourselves . i would prefer to have seen this closer cooperation to give a few examples of the new european order . the vote will take place today at 12.30 p.m . the commission cannot accept amendment no 12 . i shall be voting in favour of the draft regulation . the reports by the european court of auditors are to meet these sous-estimations , moreover , greece in portugal . consequently , we have not voted for this report . according to the defenders of the bus , these are not only better market and can be used the world , but they are also more ecological because their consumption of fuel per passenger is less high . the role of ' benchmarking ' in terms of dissemination of good practice across the eu is also emphasised . a binding charter and general , listing the rights that we must respect absolutely risk pose difficulties at a later stage . i want to thank both rapporteurs for their tremendous commitment . we do not however believe that this dialogue can already be concluded in nice in less than three months , and this reason alone our refusal to accept the proposal to include the charter into the treaties at the summit in nice . the csu group in the european parliament welcomes the fact that the present draft charter of fundamental rights makes visible and opposing the fundamental rights enjoyed by the citizens towards the bodies and institutions of the eu . it is the image of liberal europe that is being built . indeed , i would have liked the freezing of the charter , so that we can continue to work , as proposed by so many non-governmental organisations from different countries of the union . ( a5-0248 / 00 ) by mr queiró , on hungary ( com ( 1999 ) 505 - c5-0028 / 2000 - 1997 / 2175 ( cos ) ) ; i would therefore like to propose that parliament is , next year , general report but merely national reports to show that we attach to a differentiated further negotiations . it seems then that , on the basis of the work that has been undertaken by the previous presidencies and by the commission , the french presidency will be able , at least i hope , to give , at the nice european council , a fairly accurate view of the accession process . i have said it before and i have no difficulty in repeat here , the french presidency does not shy away from the difficulties which arise , this does not mean , of course , that we will have the time and resources to deal with each of them . this question is , of course , perfectly legitimate , but we must respond in a proper way and precise . enlargement is a broad perspective that we must address with great generosity and vision . all the results of the intergovernmental conference fail to meet the enormous pressure of enlargement in terms of adaptation . the second major change which we are seeing and to which europe must adapt is speeding up words of economic developments towards a global market and global competition . fourthly , it follows that the principle that the member states that had started later the process has a good chance to catch up with those who have started earlier . in those areas where considerable investment and long term are necessary to achieve the standards of the eu , we should bear in mind that the current members have also requested , in such cases , long transition periods . in the area of border security and the fight against crime also intervene our standards and the benefits of european cooperation . let us look at the trade that there is currently between the european union and the countries of central and eastern europe . i was pleased that the commissioner are finally beginning to talk to inform the people to say that the fears which we spoke had not . but one thing is clear - and i am pleased that mr verheugen has once again highlighted : there can be no transitional period in terms of democratic rules . on this point , we need the help of the commission , even if the will is there , the munitions are sometimes lacking . this is necessary so that we can , as a european union , we set the objectives for the success of our own internal reforms . however , we do not agree with certain aspects and essential issues . this runs counter to the european union , its future independent to north america and also on a common security and defence policy , given that this creates risks with russia and other countries . we hope that there will be results and that we should not refer to another intergovernmental conference which must be done so that enlargement can take place . i will be brief , as i have already been , since i have left three minutes of my speaking time in my first speech . that is very important and , from this point of view , i am pleased that the commission is working on an information campaign that commissioner verheugen wants to both large and decentralised . but - and this will be my last word because i want to make it clear : i am not a pessimist i does not play ' small arms ' , i want a strong option for enlargement - to be credible , it must also be taken seriously , it must also be understood , it must also be able to collect the accession of the people , of the people of the candidate countries as of our peoples . for the time being , i see no need to discuss the financial perspectives as regards enlargement . i cannot tell you about any of them ! moreover , it is for the same reason that they have also expressed the wish to join the european union . we are now going to give the floor to the various rapporteurs . i have given the work of rapporteur about estonia . as a member of the moderate party , i am extremely carefully when it comes to taxpayers ' money . only then , i believe , could you make an idea that the latvians have done over recent years . that is not enough ; the whole of the strategy must be focusing more towards the citizens . lithuania has a significant potential for sustainable economic growth . in the broader sense that affects the european union 's cooperation with the russian federation . i now turn to another weak point : the support of public opinion , inside and outside the european union . by following a fiscal policy intelligent , direct foreign investment is montaient , last year in more 5,45 billion . we should not intrude , especially not we german ! the slovak democratic develops in a stable , which has not always been the case . i am proposing , in this speech , to emphasise and resume the six aspects of developments hungarian , which deserve to be highlighted in the prospect of accession to the european union . i am satisfied that this topic has been envisaged in the general report on enlargement presented by mr brok . it is also the case in the nuclear field , where the legitimate concerns about nuclear safety and environmental risk being exploited by the anti-nucléaire lobby . the formation of a high level group is a measure that i recommend to my colleagues . the report which i have the honour to submit to you and which has also been adopted unanimously in committee , note that part of the territory controlled by the legal authority fulfils the copenhagen political criteria . to this end , a key role will , without prejudice , of course , the role of the commission , to our own high representative for the cfsp , javier solana . however , the main problem which malta must face is that the government and the opposition think differently the accession process and that the european union is committed to the flow of this process . even between the united states and mexico levels are closer , and that is why we are discussing , in the field of the internal market , for a well thought-out strategy , flexible and in line with the extent of the challenge . but i should also enabled us to express my respect for the citizens of the countries of central and eastern europe who took the courage , ten years ago , to take to the streets and who have contributed to set in motion the process . the information society is important for industry , old and new . nor can we to be blinded by the percentages of community law transposed into national legislation . but the ten new countries of eastern europe have more impetus which existed at the beginning of the 1990s . mr president , firstly , as a socialist rapporteur for the report on romania , i would like to congratulate the rapporteur on his excellent work . it is , for the institutions , for the member states , for all of us , to be equal to the challenge , also with regard to the concerns of our own public opinion , and to recover the inspiration , the ambition and the vision of the founding fathers of europe . unfortunately , i have the impression that , despite all the fine words and the many chapters that the council has examined well applied , this enlargement process is not supported or driven by political energy necessary . many countries of the union have dealt with similar problems , at some time or another of their development and can guide bulgaria to help overcome those to whom it must face at the moment . democracy is not just a question of majorities , it is also a question of codecision to minorities . the candidate countries must be placed on an equal footing and their accession should depend on that of their own development . at the same time , we should recognise the efforts made by countries such as lithuania who catch up with , so to speak , lost time . we have therefore interest to extend our system of rights and freedoms until romania and that is an argument to put forward in the framework of the critical debate with the european public . however , it is an issue on which the conversion - is that of enlargement . my group therefore supports the limitation of transition periods in terms of the environment to a maximum of five years . mr president , we should give a positive boost to enlargement . the debate is certainly open as regards the order in which these countries will join , because it will also check the state of play in their internal reforms . i welcome the very positive report on slovenia and the considerable efforts made by that country to meet the copenhagen criteria , as head of delegation , i have seen it repeatedly , just as the commissioner . in my opinion , the proposal is worthy of being taken into consideration . these forms of violence and exploitation of women must now be condemned and combated by all means , both in the eu and in the accession countries . finally , i would like to take this opportunity to join number of fellow members , which i share the thoughts and concerns , and to emphasise the need to look carefully at the question of the borders of europe and , as a result , the scope of its enlargement , as well as the opportunity for the european parliament to draw up a special report on this subject . the minutes of yesterday 's sitting have been distributed . thank you . we do from time to time to remind you , quite rightly , in this chamber , that a europe of citizens must be a europe in which community legislation protects their rights as it should . i shall put to the vote the request to postpone the committee on legal affairs and the internal market . we know that these substances and products are very rarely undesirable substances to the violent toxicity , but that it is a question of substances that are stored in the long term in the body and which have a long life , such as dioxin , the aflatoxines and heavy metals such as cadmium , lead and mercury . it is not possible to find those responsible . if we allow this dilution , we must at least notify in control services and it should be put on record that watering down these exist because this problem must be made public and be the subject of a public debate . we must highlight the following : the dioxin crisis was the result of criminal acts against the existing regulations . mr president , i would like to thank the members who . i hope that bulgaria will join the union in the not too distant future . poos report ( a5-0249 / 2000 ) it is a fair and balanced position that the council of ministers must take seriously . i hope , in this connection , that the negotiations held under the auspices of the united nations will lead , so that the greek cypriots and turkish people , together , of the benefits of membership within the framework of a reunited republic . i wholeheartedly support the poos report on cyprus ' application for accession to the european union . however , we , as consumers , we are , in the final stage lies with the social partners in relation to the regulation in the area of discrimination in the workplace , they are in a better position to develop practical solutions . in response to my invitation jenny , had come to attend as coordinator of the group that charter . practice , because the directives and action programmes , on the one hand , encourage the member states to combat discrimination mr cashman . mr president , on behalf of the bonino list , i would like to express the effarement which we have in front of the way in which europe and the member states deal with the subject of discrimination , racism and xenophobia . can the commissioner explain why the commission does not take account of this aspect ? the second problem i should like to address is that of the ngos , important as they may be , are invited to deal with the implementation , irrespective of their size , their nature and actions that they are pursuing . the group of the european liberal , democratic and evaluated all this positively and in particular the work of parliament who wanted to insist , also and above all , on the prevention of the phenomenon , and not only on the good practices . it is a challenge for all of us , because we consider other on a first impression . mr president , fight and legislate against discrimination that is recognise that they exist and they are , for many of them , ' légalisées ' because banalisées . the first , unctad , the united nations conference on trade and development , has asked in 1963 in geneva the principle of compensatrices inequality , discrimination . in fact , information and awareness-raising , are of fundamental importance in this respect , they must be a trigger and serve to instilled a new mentality , a new way of thinking and to be so that these prejudices in diffuse still widespread in the population can be totally éradiqués and that a real parity is guaranteed in terms of law between all citizens . it is therefore article 13 is the start of a new eu objective : to combat discrimination or the unequal treatment of citizens through the grounds listed in the same article . the second point that i would like to highlight is the gross mistake committed unfortunately by the commission with this first package in the sense that it wished to draw up a list of priorities at the level of the grounds for discrimination . mr president , discrimination based on religion is unacceptable , just as any other form of discrimination . as a secular convinced , i cannot therefore associate myself . however , the idea generous to recognise every citizen the maximum possible freedom , provided that it is compatible with the same degree of freedom for the other , meeting today still obstacles – one and the other of law . one of these directives has already been adopted in record time , and i believe that the other has a good chance of being adopted during the french presidency in november . some are not in line with the legal requirements , as the amendment concerning the agreements of the committees . i cannot , however , accept amendment no 38 , which proposes to delete article 5 the list of differences in treatment on the basis of age , which could be justified . you mentioned the important issue of the contractual compliance . this is the first time that we allow joint projects in this action programme . it is clear that the more code will be global , it will be more effective . article 7 of the code commits the member states to prevent any transfer of weapons to final users incongruous . mr president , i confess that time where were in the past , the european parliament , but also of various pacifist movements and the unions , incentives to think and act within the context of a gradual reduction of arms production , and where we wondered how it could increase from the military to the civilian use . given the situation in which are today the planet and our continent , after the end of the cold war and the breakdown of the balance struck by the terror of weapons of mass destruction , such behaviour would be irresponsible . these weapons have become , so to speak , the symbol of anarchy in many places in the world . the cfsp is an activity designed to deal with the crisis situations outside the borders of the eu , and not anything that might be described as a defence policy . their aim is to prevent the export of arms to governments that violate human rights , areas of conflicts or regions engaged in arms races . the commission , in close collaboration with the member states , has actively participated in the drafting of the joint action of the european union on light weapons and small arms . the next item is the commission communication on the european research area . introduction of forms of intervention ; long-term intermediary between the support of projects and institutional financing instruments , use of variable geometry offered by the treaty , particularly the participation of the union in national programmes as it is laid down in article 169 of the treaty . what we want to strengthen , it is this character of classification and this depends on the level of the means of intervention . you say consider a complete overhaul of the framework programme . i think that we need today something that structure the european research area , in other words something which goes beyond the framework programme which tier of national programmes ; we need a structure element , which means that we must accept formulas . concerning the deliberations with the stoa , i believe that we must do something together , as the house , the joint research centre , the longer-term institutions present in the different member states are involved . it appears that the commission is taking giant steps forward towards the creation of the european research area . there will be a chapter on science , society and the citizens . contacts took place with the authorities in greece , ireland and portugal to ask the government of these countries to speed up the submission to the commission of their projects under the cohesion fund . probably the absence of service that you mention , which existed in the previous commission and which was devoted exclusively to the cohesion fund , does not allow more specific elements . my second question is : apart from the cohesion fund , there is the community support framework , the structural funds , the regional programmes , etc . , and to which countries have you received the final projects and programmes to which countries have you already approved ? in 1989 , the commission has introduced a new proposal to offer more flexibility . i listened very carefully to the arguments of mr bolkestein and i know that the rule of a principle of the treaties banning foreigners to charge more than domestic companies , but the general act of fair competition in europe should apply , and when the levels of taxation are completely unreasonable , we should look at the fact that competition law can have on the situation , and this in spite of the general rule according to which it is a prerogative of the member states . if you want to retain the fuel , we must do so via taxes on fuel , and not through other forms of taxation . i would say to mr purvis that the question of natural regional disadvantages is probably the responsibility of the national governments insofar as part of their electorate is in peripheral areas and the gap . mr president , commissioner , thank you for this information . during the spring and last summer , the commission has carried out a general review of its activities and its human resources . we have had some information in this respect . these children , in an ever increasing proportion , are exploited by tourists and businessmen , which for a significant number of them come from europe . the commission believes that all companies will be able to prepare in time for the changeover to the euro , including with regard to the adaptation of computer systems and their software . this discussion philosophico-politique is no longer on the agenda , but we can discuss general of the dangers of a referendum , although perhaps in another context . this also applies to the momentum . a point was recently sent to the french authorities . as regards the candidate countries , i can tell you that meetings have been held with them on the subject of animal transport and preliminary agreements have been concluded . the commission has , however , been informed during the seed season in the spring of this year of interception of imported conventional varieties of seed of different species , cotton understood , containing traces of gm seeds . however , after consulting its services , i am able to inform you that the basic safety requirements in the field of computer equipment for private use or professional the appeal to the ombudsman or the sending of a petition to parliament . i shall begin by referring to the budget of this house . to the surprise of many members of my delegation , we have , at the beginning of september , unanimously established a strategic platform , the 400 amendments tabled by some of my colleagues have been surprise to many of us in the committee on budgets . indeed , it is difficult to imagine how new posts could solve the problem of management if , in the commission and in the council , it is still the complex procedures of another age who are used to implement many of the programmes . in recent years , this parliament has repeatedly shown that it based its work on a real parsimony . it is unacceptable to speak , for years , very vague in terms of commitments and closed , and i fully accept . i believe that parliament does well to stick to the current rules because , as another speaker said , very often , indeed , it is not the machines which have not worked , but the members who have forgotten to vote , and if we could correcting a vote then we would finish ever . i am obviously what i eats . in short , commissioner , in addition to the authority , the competent services of the commission , in cooperation and in coordination with the member states , establish a uniform and effective system of controls in the whole food chain and that the network of time , we had the luck with the choice of the rapporteur . mr president , i would like to congratulate our colleague mr bowis for be really tried to incorporate all points of view in his report , and from a political point of view , the signing of the ottawa convention . i recall my opposition to the amendments 10 and 19 to the concerns of budgetary coherence and , with regard to amendment no 29 , i ask the vote by blocks in order to have an improved wording of the text which is suffering , in my view , problems of interpretation that raises a first question ; the european union and , above all , the commission must do everything to ensure that the countries which have not yet done so to sign the ottawa convention . - ( de ) mr president , ladies and gentlemen , we all know the impact of anti-personnel mines , although they are often in special cases of military justifications important . it is he who has raised for the first time , in 1996 , the question of a horizontal budget line amendments which you have mentioned that , in my opinion , concern awareness campaigns , on transparency , on access for the ngos , things which are working very well at the moment but that could still function more effectively . mrs bonino and mr patten are also right to say that parliament and the council should not deal with administrative questions , and i have listened very carefully to the comments made by mr patten on this matter , because it clearly believes that we should still less to deal with this . mr president , a long time ago that our group will actively on the entire its limits and the procedures for the exercise of the responsibilities in question , and the charter of fundamental rights has been prepared on the basis of a convention involving national parliaments , the european parliament and government representatives . until the treaty of amsterdam in 1997 , europe was a super trade union intergovernmental . the edd group has voted against the gil-robles gil-delgado report on enhanced cooperation . he has indeed the design of a monolithic much too union , where all the cooperation should be expressed in the institutional framework of the ' single ' , category . we would also like to include 50 % of the budget line and 50 % in reserve . i note here that other proposals aim to reduce this budget . report ( a5-0300 / 2000 ) by mrs haug , on behalf of the committee on budgets , on the draft general budget of the european union for the 2001 financial year - section iii commission ( c5-0300 / 2000 - 1999 / 2190 ( bud ) ) madam president , i appear as a signatory of certain amendments to this report . standard for the numbering of financial accounts in the international system iban . it is essential that consumers accept the euro . madam president , the report by mrs peijs , on retail payments in the internal market , includes the old demand of the european parliament on the high cost of cross-border payments within the union . the peijs report the said himself in recital d of the draft resolution , and i quote : ' the high costs related to cross-border payments undermine consumer confidence in the euro ' . we have therefore still much to be done in this area , but on this point , the resources and the means of policies are more limited than what we can do for this question of retail payments in the internal market . the market of the euro is experienced as an internal area and the citizens do not understand why , in this area , where the risks are spoilt exchange and electronic payments , including banking transactions via the internet , are increasingly common , a transfer between munich and salzburg costs much more expensive a transfer between munich and kiel . achieving this objective will take on you and we , many years of work . also we will make use of the opportunity to consider reducing the deadline for implementation of the cross-border payments that the report by mrs peijs entreat . the debate is closed . it seems , however , of good policy to favour a pragmatic approach and proximity , which place the small company at the heart of the system , rather than a proposal which , under the pretext of avoiding the ' sprinkling effect ' , will only serve to produce fair statistics which the specific use would be totally impossible . specifically , i have three comments to make on this programme . let us remember that the first community action programme in this area has been adopted in 1983 , i.e. there are 17 years . furthermore , i have always wanted to achieve these objectives through an effective policy and pragmatic . i would say that they are genuine economic commandos and innovation , which is in the front line and very exposed to the risks inherent in this area . we will have to take account of the results of the work of the ' governance ' science and symposium held last week in brussels , under the aegis of the centre of technology foresight in seville and the follow-up to this meeting , because there are many interfering with the subject we are dealing with today . the rapporteur you a series of priorities to reinforce european entrepreneurship . this is excellent for the image of europe because we can help the people quickly , appropriate and competent . mr president , i too would like to join in the thanks for the excellent work done by mrs montfort . the important thing is to find the right balance , to avoid that some people are continually fail at the expense of others . this is not fair and i therefore support this report . that is also the guiding principle of the charter for small enterprises . the programme will ensure that the networks provide this information . it is clear that the main aim of this plan is to combat emigration towards the countries of the european union , as well as to repatriate people living illegally in the union . i particularly stresses the need for implementation of measures for improving internal security , the strengthening of dialogue between europeans and the regional authorities albania and , with regard to the commission and the council , the promotion of specific actions in cooperation with the albanian authorities , italian and greek . the absence of social , economic and political reports , combined with the lack of security and to organised crime coming out of mass migration flows . mr president , unlike mrs pack , my opinion is that there will be more groups which deal with albania , the better . it is not of course possible to find a solution to the problem in its entirety , but in a slightly longer term , the aim is to create a world of fairness and right , who men safety and the possibilities for the future . there is also a gap between , on the one hand , the donors , i.e. we all , europe , the united states , which give the money , which produce projects , and , on the other hand , the people who work on the ground . therefore use bilateral agreements , which , in a clear , establishing the legal and work , the period of residence , the place of residence , remuneration , the hours , working conditions and social security , so that people become a force and which will enhance the economies of our countries and will contribute to the friendship and cooperation between peoples and not to the culture of nationalist aspirations and worthy of the cold war . men and women are returned so that they are more or less integrated . priority must not be given the means to limit flows of migrants or refugees , but on how to improve the living conditions of the region so that people were not to leave their homes . mr president , i too feel that , as was rightly said mrs dimitrakopoulos , it remains at the centre of which is the difficulties of albania - economic , social and internal security - the question to help that country to restore the rule of law , to give security to its citizens , to restore the authority of its institutions and its local administrations . i share the opinion of mr liese , that we need to establish a sharing of the burden of asylum policy and the policy on refugees . the action plan for albania was adopted in june of this year , and it is therefore the sixth of its kind . there is , in the population , a widespread frustration , but also a knowledge of community law , but we want to invite the european parliament and the other community institutions not to shy away from the small business distressing , to work with precision , to devote time and the staff necessary for the performance of the tasks . with this report , we want to show the people that we take seriously their complaints relating to the poor quality of legislation as well as those relating to regionalisation and excessive centralisation . the matter is of course important , even if the small number of people present to debate it do not necessarily leaves assume at first sight . in addition , and this is an essential point , the report addresses the issue of subsidiarity , who , this evening , raises the controversy in this house . it would also be very interesting that it receives a state of the legislation , in the light of this principle , in order to make it simpler , more time , fully meet the fishing interests of eu fleets . we are therefore reached a consensus for work in the context of a responsible partnership , after which morocco will present its views at a meeting which will take place , as you have said , in brussels on 30 october , i.e. on monday . a few weeks ago , i myself visited algeciras , by having spanish on the south coast , for that is not far morocco . over time , we have seen that they were not only difficult but also that they could become impossible . by means of the fisheries agreements , the european union can exercise of fishing activities and exchange of fishing rights with third countries . i read in a swedish technical journal on fisheries how a land of these vessels in el aaiún its opinion , which is described as a moroccan port . all this is put to the test , and it is the whole of our fisheries agreements and not just with morocco because there is also mauritania and soon guinea , amongst others - who are called into question . it took eleven months to get to the point of policy where we are now , namely the meeting of 30 and , in this regard , we also know appreciate the recent measures taken by commissioner fischler , the results of its journey of 26 in morocco and the meetings held at a high level , including with the king itself . but i would like to convey to the commission today worthily represented by commissioner busquin , a few brief messages . my question to the commission is : if the agreement is not reached with morocco , or if this agreement is reached in the terms that have been highlighted by the commission , an agreement which stimulates the moroccan production , does the commission intend to take structural measures to compensate for the delay that occurs in the regions affected ? as we have envisaged , the difficulties of negotiation with the moroccan authorities have been great . finally , in the event , regrettable , that the negotiations should fail , the union has a political and moral duty to support fishermen and owners of satisfactory aid and able to safeguard their means of subsistence . we must reduce the overcapacity of the community fishing industry . that is why we need to quickly close economic and political relationship with morocco , whilst at the same time defending the interests of our european fishermen . that is why the commission is working on the basis of a new partnership seeking an interesting development both parties with , on the one hand , the full development of the fisheries sector of morocco , the fleet , aquaculture , processing commercial , research and , on the other hand , the allocation of fishing possibilities for european fishermen . rights of language teachers the difference is clear , and not just in german language . in july 1999 , the commission has borne this infringement proceedings before the court of justice . therefore , unless we are able to harmonise the systems - what we hope , at the moment , compliance with the principle of subsidiarity must not allow it to be discrimination which , far more probably , is the request for a privilege . we can certainly admit that the previous commission , mr santer , was not the best , that is why it has been . the members of the committee on legal affairs and the internal market for the whole union and all parties , met to proclaim the working to talk about rights and to recommend the adoption of charters of rights if , in the very real situations where individuals are deprived of their rights , it does nothing for these rights to be recognised and respected , and that is the problem in this case . this attitude is completely unacceptable in modern europe . the education sector is still of course of subsidiarity , but within the framework of the treaties , the free movement of workers and the ban on discrimination are common to us all , although we – and particularly to me , because i come from a very fédératif state - we should all declare supporters of the principle of subsidiarity as a principle of cooperation within the european union and that we engage in order for the allocation of competences between the levels in europe are classified as soon as possible under the principle of subsidiarity . in this context , it cannot be a case of discrimination . you , mr president , would and commission statements on the third asia-europe meeting , the council has informed us that it does not wish to intervene at this time . consequently , it is a question which , in accordance with the treaties and the euratom treaty , falls within the competence of the commission ; it concerns , or can apply , many citizens who are not spanish exclusively because there is in this area and in his region , without there being any contingency plan , hundreds of thousands of european citizens from the fifteen countries of the union , not to mention the many people who come from outside to take advantage of the costa del soil . madam president , it is sad , albeit very revealing , to hear the spanish interior minister , mr mayor oreja , say that there is no point in dialogue with basque nationalists and this , even if a new cease-fire was said in the future . i would like to ask that we look at this week a statement by the commission on the decision by the british government to introduce a discriminatory tax for the hauliers british either . given that the parties that we said liberals and even europeans are increasingly oriented towards aligning ourselves with the forces of inspiration , racist and xenophobic authoritarian , i believe that it is not only a serious danger for italy but also a signal of something that affects the whole of europe . however , my report contains serious criticism of the french proposal . these demands are expressed in amendments nos 2 and 4 of the karamanou report . the initiative of the french presidency that we are debating today is intended to improve the general two conventions on mutual assistance in criminal matters , which i mentioned earlier - particularly in the area of the fight against money laundering . we need to acknowledge that if the project of the fight against money laundering has suffered , is not the fault of parliament , but to the council . we can only congratulate them on this work . of course , the path to be followed , as mr marinho said - i agree - is communitisation . all those who have spoken have agreed that it was an excellent initiative , and we support its content . what we need is that europol can operate across borders . these are facts that are all too often in our europe today and , before i give my support to a hasty mutual recognition , i would like to see a mutual recognition of standards fair . i can imagine that this will be difficult because we must build from dispersed instruments . but it is also a need to intensify the economic aspects of the european union and this corresponds to the desire of the citizen that we must also take into account for the citizens of the european union have a right to security . in the european union , we must fight resolutely against money laundering , we are aware that we need a policy and effective judicial cooperation between the member states , as effective as possible , especially since the creation of the single market and competence of the court of justice , particularly in relation to its right to the interpretation and its power to decide or not . therefore , although i am in favour of a strengthening of cooperation and coordination , i believe that making this a legislative system would be a mistake , and we are opposerions . the second point i want to raise is also interesting . this is a positive initiative , and it is therefore to be welcomed that it has such a support in this house . i shall take this opportunity - as several members have raised some very difficult questions - to tell you very frankly , as mr coelho said , that this initiative is above all as a first initiative , which shows the political will of the council to recover the delay which exists in the field of judicial cooperation , in relation to police cooperation . and that is why i see this as an important instrument for guaranteeing the judicial control of europol . the programme fair on research in the field of agriculture and fisheries was included in the fourth framework programme which has run from 1994 to 1998 . given the importance of the research programme for agriculture and fisheries , it is unfortunate that it has raised some problems in the organisation of the programme . the report of the court of auditors on the programme fair , behind the report of the rapporteur , has been published in march of this year , even if the letters of industry on the audit had initially been sent by the commission in december 1998 and february 1999 . i should like , on behalf of the committee on fisheries , to highlight certain points . you have stressed , and i thank you for that , the spirit that has led to this report , through dialogue with the court of auditors , the commission services and the interest that you have taken . this illustrates that the commission has not been stagnant and that it is responding to the comments you have made . i now come to the question that mrs morgan asked concerning the recovery of sums . thank you very much , commissioner . this prize is awarded the ' basta ya ' at the part-session in december . i am firmly convinced that it also means , even if some heads of state and government do not want to admit , the opening of the constitutional process so often and if stubbornly requested by this parliament . i am particularly pleased to be here today to discuss in depth of this fine project that is the charter of fundamental rights of the european union , before you take the final position of this house on this text . i have no doubt that this opportunity . it is true , however , that a few criticisms have been made regarding the content of the charter . i believe that this is an important position and that i welcome . it was a great success for us , as parliamentarians - and the groups have front on this point , which is a positive result - to have received that 16 members represent the european parliament within the convention . i believe that this charter is a master and that it can become , as a major european newspaper headline on 26 september , to visit the map of europe . therefore , my group continues to believe that it is absolutely essential to include a reference to the charter in article 6 ( 2 ) of the treaty . many were those who pensèrent that europe now has the opportunity to get out of the only free trade area and the liberal rut to lay the foundations of a citizens ' europe . at the european summit in nice in december , civil society has decided to take action to make its voice heard and proclaim its desire for a genuine charter providing guarantees for the citizens of europe . to this end , beyond the signatures , it is essential that all countries and all political forces take an effective commitment and respect that every day , the charter is not cannot . let us then weep or pretending to be happy , celebrate this great event which is not least a big event empty . the convention has done an excellent job . it is both people 's rights , the rights of the citizen , but also social rights . the right to good administration , which has also mentioned mrs malmström , is one of the most significant others - to hold the historic responsibility . according to the co-rapporteur , mr duff , it represents a crucial step towards improving the quality of european integration . for those who feel the need , i recommend to read the statements contained in the convention 49 , and take cognisance of the case-law of the two courts which are linked to the charter . mr president , i have long been doubts . for the first time since the creation of the european union , we have the beginnings of a constitution , a constitution for a supranational structure of the union . the demonstration is a call for a social and democratic europe , a europe of citizens . the draft charter can be used to provisional , by the parties , the trade unions , the environmental organisations , churches and many other groupings of the member states of the union and the candidate countries as an interesting discussion paper on the future of cooperation between the peoples of europe . i would like to focus on three points which have already been discussed this morning . the charter which will be adopted today will strengthen and will highlight the values and fundamental rights on which our common community must be based . i am , of course , to those who wish to include , in article 6 , a reference to the charter and its future integration into the treaties . let us remember the case of bernard connolly , including the critical on paper the commission has been banned by the court of first instance . this synthesis is important , at a time when the union is intended to define the legal status , in terms of rights and obligations , of nationals of third countries who are legally resident in the european union . i am , as for myself , exactly like him , convinced , on the one hand , that it will unique effects immediate and , on the other hand , that it will be binding shortly . i have heard in this debate a few formulas potent matters : the charter would be a bone for the dog - the dog in the wish of the presidency is that this project should be adopted quickly , if possible , in fact , from the 20 november by the next general affairs council and , as i have already indicated , in compliance with the very specific decisions taken in helsinki . it is nonetheless - as the commission has very clearly stated in its regular report - that turkey must , as all the other candidate countries , meet the copenhagen criteria in the framework of the pre-accession process . in his speech last month before the turkish parliament , president sezer has explained very clearly why turkey had no alternative to the commitment of reforms . thank you for your attention . here , too , there has been some signals slightly positive . we will resist attempts to , sometimes misleading , breaking the balance that the report has managed to achieve , and we will resist in particular to the amendments which seek to make the european parliament a tribunal to judge the past . this is a clear evidence , as it is obvious that turkey should , like any civilised society , be done to confront its past , so horrific that it has been . the accession of turkey on such a basis - and not in geostrategic considerations of the usa or nato - would be a gain for the european union and a significant step towards the unification of europe . oublie-t-on only a small part of the turkish territory is part of the european continent ? we will therefore be voting against this report , as we voted against all the reports to integrate turkey into the european union . the greatest damage in turkey would be to awaken expectations which cannot be met because of the political situation . report ( a5-0310 / 2000 ) by mrs langenhagen , on behalf of the committee on budgetary control , on special report no 9 / 1999 by the court of auditors on research in the field of agriculture and fisheries - fair programme ( fisheries , agriculture and agro-industrial research ) - accompanied the responses of the commission ( c5-0227 / 2000 - 2000 / 2133 ( cos ) ) i welcome this report and i will vote in favour . instead of drawing human rights and social rights to the high , it will facilitate the operations designed to draw down . there is not a shadow of a doubt that its ultimate aim is to serve as a prelude to a future european constitution which , in turn , will be the crowning achievement of the march of the eu towards federalisation where institutionalised , from now on , the decisions will be taken by some powerful to be applied by all the main objective is to social obligation is also linked to ownership . it is clear that this document is not designed to legally binding , given that it is not a legal text . some members of the irish government have raised , there is little , questions as to whether brussels threatened the irish identity and mr ahern , while saying that membership of ireland to the eu was fundamental to its prosperity and its economic success , is firmly opposed to any rapid movement towards a federal europe that is more centralised - - since that would go far beyond what the majority of europeans wish or are prepared to accept at this time . guess which emporta ? i would point out in passing that during this part-session , a total of seven reports are caused by national initiatives , which demonstrates that this system , where there is , ultimately , is very productive . these measures voluntarist are absolutely necessary to combat this phenomenon , which has continued to develop and to internationalise . by means of this initiative , the french presidency proposes the adoption of a framework decision for the approximation of the laws and procedures in criminal matters on money laundering ( for example , screening , freezing and confiscation of funds ) . all the member states should deal with the laundering of money as a crime where a minimum of four years of imprisonment . given that money laundering takes tremendously at global level , it is obvious that europol should be given powers to combat it , in order to draw up a european strategy for police and judicial cooperation . i welcome the report by mrs roure on a new initiative by the french presidency - in sight , this time , to improve judicial cooperation , in order to ensure that no barrier to prevent the extradition of criminals suspected money laundering and other offences which speak of illicit funds . madam president , it is the only report on which i voted défavorablement . this would be the first member state which casts a geographical bridging above the gulf between the eu and asia , and the first yet muslim mainly tradition . this is particularly true when we are committed to increasing amount of resources of the eib , and without cover fully the economic risks we take . in this context , i would like to point out the main conclusion of paragraph 22 which says that turkey does not meet the copenhagen criteria and i would highlight the many condemnations of acts and shortcomings , which turkey has been made in the areas of human rights , democratic freedoms and in its international conduct , as well as the recommendations to comply with the relevant european values that the european parliament has addressed to the country . we are worried , mr president , not to hear today , such encouragement from the turkish government and the turkish press , but without doubt is there any attempt to reaction . eleven years after the fall of the berlin wall , nicosia is the only capital of europe that is still divided . the necessary progress has not been made in a sufficient amount and turkey must continue its efforts . mr president , mr president-in-office of the council , commissioner , ladies and gentlemen , it is in my capacity as rapporteur for the accession of cyprus , i would like to take the floor in this debate . mr president , it is not possible to vote in the morillon report , because we are convinced that , contrary to what it says and what a large number of people expect , also in turkey , accession do not improve the lives of the people . at the same time , but i believe that we should not obtain a too black picture of the situation . there is therefore a internal relationship . in marseilles euro-mediterranean conferences mr brok , who has joined , had been wondering precisely on the delays in the negotiations . we in europe have an experiment to make on this . in reality , it is no longer only , as in 1995 , to restore a balance with eastern europe , we must also of the whole region . mr president , just as the european union must find , in nice , the balance between deepening and enlargement , it should develop , in marseilles , a balanced relationship between central european its function and its responsibility in the mediterranean . however , the general idea of the balance that we adopt at the fifth anniversary of the barcelona process is that we can be satisfied with the simple continuity of the process , the fact that there has been ministerial meetings with representatives of israel , the palestinian authority , syria , lebanon , etc . , and this is perhaps a little consolation . the common problems which affect the mediterranean region are legion : illegal immigration , poverty , the external debt , human rights , drought and terrorism , which impitoyablement destroying the lives of human beings innocent and families , as we tragically live in spain , algeria or in the middle east . we are prepared to believe , but the countries of the south need that promises or speech : it is up to us to give it to them . europe has done no policy in the field of water or desertification in the mediterranean countries ; we should undertake a specific policy for the mediterranean environment assuming that the parameters , the logical and even the diversity of the climate in the mediterranean . the proposals that are before us today are much more balanced . i now turn to the agency in kosovo . we cannot disappoint them and , today more than ever , these countries need our help . in conclusion - and i shall return to the words of the commission - i would say that these two proposals are the cornerstone of a process which must enable these countries , who have suffered and suffer yet , to integrate fully into the european structures . in future , we must give the responsibility to a more small number - a director , if you like - in order that somebody really bears the responsibility for the body which selects the various programmes . i therefore thank all the members who felt that this objective is important and welcome the fact that in future , we can strengthen this area - in terms of content , within these countries . i read in some communications on the elections in bosnia that the extremist nationalist have won the elections in bosnia-herzegovina . the european union - as you know - has engaged with determination to contribute to the historical changes . the discussion of reports westendorp and mr lagendijk on the proposals for regulations , one on the framework programme , and the other , the european agency for reconstruction , gives us the opportunity to return to the scale of the support that the european union intends to give to the western balkans , in order to accompany the stabilisation and association process . the long-awaited victory of democracy in croatia , and then in the federal republic of yugoslavia , as we know , requires the european union to go beyond . question time ( council ) as they deal with the same subject , questions nos 2 and 3 . a new period of four months has been granted to the parties - that is the resolution 1324 - to try to make progress on both fronts . i would like to ask you about the state of the association agreement with morocco . the stability and development of the caucasus represent one of the strategic priorities for the european union . with regard to the discussions with turkey , we are emerging from a very important debate on this issue , and you know very well the positions of the european union on this point . i just want to insist on the fact that the minister that the legislative measures are those who exploit and profit from those people who are in desperate situations and is not intended to currency . i also think that the combination between these various means is a property , is a possibility , specific to the european union and the work that we have before us , if this policy is consolidated and , it is to develop a genuine european culture of prevention and treatment of conflicts . i believe that a positive dialogue will develop . mr president , ladies and gentlemen , ladies foreign policy . finally , there is a need to address the thorny issue of the proposal to retirement . the decentralisation of financial control within each directorate-general is an important step , but it will only function if the staff is properly trained , if the resources available are enough and if the responsibility of hierarchical frameworks is applied properly . we must give the institution and its director of real possibility of reaching the best possible management . with regard to the disciplinary procedure , we see here too many promises but , until now , no clear rule , any clear statement on how these rules must be applied and even the question of external has still not been resolved . this transformation is indeed needed to serve god faithfully and cannot be inspired by the rules . as for any new situations which alters the established , it is obvious that we must be careful . however , we will withdraw amendment no 6 and will be asking for a split vote on the last part of amendment no 15 because we do not believe that the current system within the ecb corresponds to the situation . during my last mandate in this parliament , the president of the commission was jacques delors and he was working alongside commissioner brittan , and before him , of commissioner cockfield played an . mr president , commissioners , ladies and gentlemen , it is with a justified expectations that we accompany this reform . issues such as the bse crisis , the explosion in the price of oil and the greenhouse effect is a strong european dimension . the public must also have the feeling that the commission really is accessible and transparent . for the european parliament , the reform is a crucial issue on which there can be placed as the budgetary authority and legislative . it sets out a number of clear procedures enabling an official , by various channels , to denounce the potential failures within the institution which employs or outside it . therefore , i am sure that we shall have the pleasure of listening to you in the future . allow me , mr garriga polledo , you point out briefly that the categories of the financial perspectives are maintained . the reform must be supported and accepted by the staff of the commission . it seems to us that a cosmetic reform at this time of profound change . mr president , ladies and gentlemen , i would first like to highlight the quality of the own-initiative report by mrs sauquillo on the reform of the commission and its impact on the effectiveness of relations between the european union and the developing countries . we want greater responsibility . before talking about aid to projects , we must try to remove all the causes of exploitation , in seeking and by pursuing those who have benefited , which have abused the people who live in need . it is precisely because mr nielson is fair to the collegiate responsibility that it will defend undoubtedly this proposal this evening . it seems to us to be even more serious than in the commission proposal , the territorial division is maintained . in 2001 , for example , will be déconcentrées financial responsibility towards 22 delegations , 15 delegations will acquire a further update computer processing plants and 40 additional posts of officials will be allocated to the external services . maritime safety but the erika , the safety of maritime traffic . however , the legacy of the years when the waste were simply dumped is present until the present time , and sometimes comes back to haunt us , often with severe consequences . to this end , the publication of information is essential , because it is a means , which is vital for the public to obtain information , as is , among other things , the establishment of emergency telephone numbers . i expect a great deal from the second series of proposals and the creation of a european maritime safety agency . your comment seems respectable , but we can only negotiate on the results that have been examined in the council . we know that the port state control was not great store of maritime safety and we know that all the classification societies do not effectuaient their technical control properly and serious , but rather a hurried . we should not allow the credibility that we seek to regain is threatened by bad behaviour on the part of the commission . that does not deal with these responsibilities must remain outside our waters and ports . the watts report increases the measures against ships with serious risks or sailing under flags of convenience , without removing these flags . i am pleased , however , that the proposals of the commission have included the main requests made by the members of the french coast : phasing-out of threshold for personal damage or the deaths and the material damage , while leaving the member states the opportunity to meet these limits . the new technologies and the improvements in the design of ships play a decisive role in this area too . we must make progress towards a consensus on the highest possible level of regulation and maritime safety . i am pleased to announce that the commission will support many of the amendments tabled in the framework of these three reports . the commission can accept amendments nos 6 , 7 and 8 , but it can only partly accept amendment no 1 . the imo normally formally adopt the timetable for decommissioning at its meeting in april . the task of the commission is about to confirm that the classification society continues to meet the quality criteria set by the directive ; the commission carries out a follow-up of performance of classification societies . the commission welcomes the support expressed for the initial limit . once again , this accident demonstrates the urgent need to adopt community measures strengthened , prevention and rehabilitation , for the protection of our seas . mr turco , i have taken note of your message and i am going to consider . that is , in principle , a good thing , in relation to the other two reports , in other words the report on classification societies and the report on the port controls , there are divergent viewpoints , and parliament is that which has the most rigorous approach on most of the issues . madam president , i would like to make a proposal to change the amendment to that effect , so that it begins with the words : ' urges in this respect , the council and the commission " . report ( a5-0329 / 2000 ) by mr pomés ruiz , on behalf of the committee on budgetary control , in the commission proposal . the responsibility in the implementation of these measures and is based on the member states . monocoque tankers cannot continue to be used here if , furthermore , they disappear after 2005 , 2010 or 2015 . however , mr hatzidakis made proposals which restrict those of the commission . the promotion of a stricter rules at international level must remain a fundamental doubled the rekindling of the imo , which , with a real power of police to apply the ism code , would be an effective instrument , to the image of europol . as long as the costs of the transgression of the rules will be lower than those compliance with these companies , the willingness to produce a maximum benefit will continue to be the wrong choice . preparation of the nice council instead of drawing human rights and social rights to the high , the charter will facilitate the operations designed to draw down . unfortunately , this seems to me to be completely absent of motions for resolution . if , like many , i sometimes have regretted that prime minister lionel jospin , has little expressed during this six-month period of cohabitation ' , ' because i know the strong impetus incompatible . mr president , ladies and gentlemen , 80 fatal cases of the new variant creutzfeld-jakob disease in europe and europe , its council of ministers , the commission , parliament decides to ban animal meal and the non-entrée of cattle aged over 30 months in the food chain without prior test . we think it is normal that article 95 is the legal basis of this directive , with article 133 , that the committee on the environment , public health and consumer policy proposes in amendment no 1 . according to the court , a total ban on tobacco advertising cannot be justified in the name of the smooth functioning of the internal market . as regards the information such as ' low tar ' , ' mild ' and ' light ' , i remain convinced that they are deceptive and i am therefore opposed to amendments nos 10 and 30 . i would also like to talk about obligation in the treaties . the rapporteur , mr maaten , has proposed , with common sense , to strengthen this legal basis with a reference to a different article , article 133 on foreign trade , and has also proposed a series of amendments to certain articles in order to prevent this directive becomes contested in accordance with the case law established by the judgment of the court of justice . i regret that within the committee on legal affairs and the internal market , some have taken a stand by saying that the refusal of the court of justice on banning the advertising of tobacco products dashes somehow this directive . indeed , as a member of the committee on the environment , public health and consumer policy , i have cannot see any provisions in this directive to ban tobacco cultivation within the community , even in countries such as greece , the cultivated tobacco is so strong that in terms of this directive , it would be criminal to use it to production . i must also thank mr byrne for the clarity with which he has explained the legal basis . more than half a million people die needlessly each year from smoking in the union , and the number is doomed to increase if we do not take action now . in my opinion , this legal basis is not at all acceptable , either , that is why it is right that the trade unions , that companies and that my colleagues talk about this job losses . i would like to see adopted the option of warning by the pictures , the clauses on the advertising of lists of ingredients , research at european level , the measures for the promotion of health to help children not to smoke and not to be under tobacco , the tar and nicotine . this willingness to compromise was also present in the committee on the environment , public health and consumer policy . according to my reading of the amendment , the exemption would apply to article 3 , i.e. the tar , nicotine and carbon monoxide . but given the general nature of the directive , we cannot separate one another , and we must therefore show severity everywhere . the creation of warnings of a size for certain large packages would be a balanced solution . finally , a total 54 amendments have been tabled in the report , and i am pleased to inform you that the commission can accept 33 , either totally or partially . the main argument in favour of these amendments and a report at the end of a period of five years , in fact affects the enlargement of the european union , which , in the wake of the nice summit , is particularly relevant and appropriate . the summer time seems ultimately go hand in hand with an increased quality of life , the positive effects of the period of time to been driven the largely on framework of the fight against cancer , but there are many others . unfortunately , despite the measures taken in this area , new threats and new diseases are emerging and , often , the existing medicinal products are not enough to deal with it , and it is up to the community to seek medical modern means and more efficient to respond to these challenges . the vote will take place tomorrow at 12.30 p.m . what has been agreed with the council and the commission and , of course , with the environment committee of parliament , not to have a second reading and continue to smooth these programmes avoiding any hiatus , is to extend by two years the four programmes , as has been requested by the commission , but of allocating the appropriations per year in such a way that , if , in the meantime , the new programme on health is adopted and comes into force , the extension and the use of appropriations for the second year are not necessary . in general , it is high time that the member states agree to allow the european union , and on a supranational legitimately , greater room for manoeuvre and a budget otherwise : therefore , diseases know no borders . international organisations such as europol consider that the import of drugs in the european union are on the increase . public health is national policy , and must remain so . the next item is the debate on the report ( a5-0355 / 2000 ) by mrs cerdeira morterero , on behalf of the committee on citizens ' freedoms and rights , justice and home affairs , on the initiative of the portuguese republic with a view to the adoption of a framework decision on the standing of victims in criminal proceedings ( 9650 / 2000 - c5-0392 / 2000 - 2000 / 0813 ( cns ) ) . another international initiative is the un declaration on fundamental principles of justice relating to the victims of crime and the victims of abuse of power , adopted in accordance with the resolution 40 / 34 of the general assembly of the united nations , on 29 november 1985 . you may recall the debate on the di pietro report which took place a few times in this house . this initiative concerns three fundamental aspects : the right of the victim to information , access to justice and the right to compensation for the damage caused . the most important aspect , however , is , in my opinion , in the fact that we should finally conscience , at union level too , of the need to change the view by means of which it considers state intervention with the crimes . the member states should be obliged to create special police units for the victims of crimes . italy has requested the extradition of this man , who has committed various manslaughter , france , where lojacono circulates freely , so that we can finally serve his sentence . in the field of crime , the victim must always be placed at the heart of our concerns . as you remarked , the draft framework decision contains three different types of measures : firstly , it sets minimum rules concerning the rights of victims ; secondly , it sets specific rules whose aim is to take account of the situation of the victims of crime in a member state which is not their country of origin ; thirdly , it encourages the member states to develop measures of aid to the victims . it is already working to support networking at european level of national services for helping the victims , in order to ensure an appropriate treatment for the victims , particularly those which do not lie in the country where the offence took place . approval of the minutes of the previous sitting mr varela , chairman of the committee on fisheries , responsible on the substance , has the floor once again . well bravo ! during the trialogue last tuesday , we still have made a last retouche to the joint declaration by the council and parliament . we managed to find a solution for the 2001 budget . we must carry out an internal debate on the way in which , in the field of the policy of promotion , they will completely transform our current requirements in a transparent procedure . we have asked for the sake of this island and we have replied : " it is the unspeakable ' . the council has therefore made its second reading of the budget , taking account of the agreements reached with the parliament delegation , with the ongoing concern to vote a budget to finance all the priorities of the european union and that correspond to the real needs and the real capacity for implementation of the appropriations . the third important element of this second reading of the council concerns the agreement reached on the allocation of the programme entrepreneurship and comprehensive programme which pursues the ' employment ' initiative for the period 2001 to 2005 . more generally , i would like to stress that the budgetary procedure will be completed in a few days has demonstrated the interests of the interinstitutional agreement of 6 may 1999 . the discussions were sometimes tight , but they were always relevant and based on permanent exchanges , which have enabled us to better understand each other and , therefore , to facilitate an agreement , which i hope . the council has said today that he is prepared to increase payments of 3.5 % . i thank in particular the council and the commission for this decision . mr president , i would also like to thank the rapporteur , mrs haug , for the excellent work she has done . i have the impression that , to put it simply , flexibility , it is for the small amounts and the review , for the significant amounts , but over the coming years we will see how this will develop . we are now in a situation of having to decide whether or not we can approve the budget next thursday , therefore , we must of course examine this budget . but the interinstitutional agreement between the three institutions are also a very important and they should give us a common security in terms of planning . the increasing problems relate mainly to unemployment and to the bse crisis and the stability pact in the balkans . madam president , ladies and gentlemen of the european parliament , i am very pleased to be here today to present to you the results of the french presidency of the union and also to measure progress in recent months . we had promised : there are no remnant of nice . it concerns the procedure of closer cooperation , which has been widely facilitated in the first and third pillars . it is both a great challenge and also a historic step towards the reunification of our continent . thanks to this charter our union , better assured the values of dignity , freedom and solidarity which the based . and there are a few weeks , it is the chemical tanker , ievolu sun , which is closely abîmait the channel islands . we have established the objectives , they have been achieved . madam president , ladies and gentlemen of the european parliament , this six-month period , i think i can say today , and therefore the blocking easier , while the logic should have been the exact opposite in an enlarging union ; ( applause ) at the same time , the statement on enlargement - which is good - states that the candidate countries will be able to join the union at the end of the year 2002 , and the heads of government of the countries currently negotiating applauded nice . we must however take account of one thing : it is as if a child urge their friends to a birthday and that we do not know if it has enough room at home and if there is money for the sample . the ambition of nice was the most important european ambition of a summit meeting for many years . madam president , mr president of the republic , mr president of the commission , ladies and gentlemen , the opinion of my group is to the fifteen in the aftermath of the arts uglier they have offered to the europeans , probably disbelief measure on this occasion and direct it really is the vision , the spirit of solidarity , mutual trust of the main european leaders . for all spirit lucid , they are annonciateurs of the very serious consequences which we led the draft federal europe to 27 or 28 member states . allow me continuation of the joint debate on : it has been désespérant to focus the debate on the question as to which one vote more or less , achieving a voice that germany or france , the netherlands or belgium , portugal or spain . we welcome the fact that a new method is put in place , and we hope that , behind this hope , which is written with the possibility of closer cooperation , europe will continue to make progress , that it will be able to develop for tomorrow a constitution which re-establishes the hope to our fellow citizens in this fantastic project that is the european adventure . the future member states which are preparing for accession egotism will follow the example set by the current member states . some welcome in more than others , but the basic message is clear : europe can now be met within a democratic european union enlarged and , thanks to the treaty of nice , which is close to the citizens . they dominate the vested interests . a last-minute by reaching agreement on the treaty , it has avoided a open crisis which would have put enlargement in question , but we can talk about a latent crisis that we should now be settled . i do not think it is more realistic to fight to reaffirm its own national prestige that for the effective functioning of the union and i do not believe that european citizens are mobilised on a massive scale to monitor the actions of flibusterie conducted at nice by their governments . and what a beautiful project , nonetheless , eleven years after the fall of the berlin wall . at the time , they had had to do this for half of europe , and now we must do this for the whole of europe . the institutional obstacle can no longer be invoked after nice . firstly , the institutional imbalance : very much for the council and for the commission and parliament . this method has had its day . the consequences for europe would have been quite incalculable . for example , you know that at the beginning of the european union , the blocking minority could meet two so-called ‘ big ’ countries , and today we need three . the foundations are laid , enlargement is possible , the european parliament will have their place in the debate , in the deepening of the directions and ideas . the european public , and no one is embodying - mr moscovici is right on this point - cannot be based on the addition of national interests which meet and neutralisent and , in this regard , prime minister verhofstadt , has had a beneficial message in this respect . we have recommended their ratification . personally , i think the re-weighting of votes must take account of the population , like the european parliament , and would have had to be done within the council too . but nice , mr president , is not the way , but the starting point of a new stage involving many challenges . i would like to return to what has already been mentioned several times here today . if it seems indeed that it has managed to avoid paralysis of the future enlarged european union , the ambitions of the french presidency could not be reflected in the new draft treaty . as far as i am concerned , mr president , i believe , quite simply , that nice deserves mention the inadequate . i do not know if the commission will respond at the end of this debate , but i wonder , in the absence of the council , if the commission is equally sure that in 2004 , the european parliament will be members of the czech republic , hungary and poland and the baltic members . we have not concealed the need to continue with the same vigour and determination that we had before nice , on the road to enlargement to achieve our goal , namely the greatest opportunity that parliament and the commission have for the coming years . on the other hand , and above all , the issue of the funding of the entire balkans remains for the years to come . i would like to congratulate the rapporteurs , the chairman of the committee on budgets , the commission , the council and the presidency for the work that has been done , for the conclusion of this agreement which will allow us to vote on the budget for the year 2001 . it is good that additional resources have been made available for small and medium-sized enterprises , which are the biggest employers . in football , it can match a void . precisely because we have a budget and because we have reached an agreement in the conciliation , we should not delude ourselves that all our problems have been resolved . this importance is not from anywhere but of the treaties , although
